Catalonia has been a pioneer in local and representative governance institutions. Since the Middle Ages, the Cortes and municipal councils laid the foundations of a political culture of consensus, participation and law. This tradition of self-government has inspired key values ​​of today’s European democracy, such as subsidiarity, the rule of law and territorial cohesion.
