Application procedure
The application procedure set out in article 13 of Royal Decree 1112/2018 can be initiated in the “Content accessible on the web” procedure through the “Claim a request” mode.
If, after making a request for accessible information or a complaint, it has been rejected, you do not agree with the decision taken or the response does not comply with the requirements of article 12.5 of RD 1112/2018, you can initiate a claim by
- know and oppose the reasons for rejection
- urge the adoption of appropriate measures in case of disagreement with the decision taken
- State the reasons why you consider that the answer does not meet the required requirements.
A complaint can also be initiated if 20 business days have passed without receiving a response.
The Department of Culture’s commitment to accessibility
The Catalonia país d’arxius website has been built with the aim of facilitating universal access to all people who consult it regardless of their physical, sensory or intellectual capabilities, and also the technical context of use with which they do so (type of device, software, connection speed, environmental conditions, etc.).
For this reason, work is being done with the aim of adapting the entire website to the recommendations of the World Wide Web Consortium W3C in order to eliminate the barriers that hinder access to information and communication. These recommendations are specified in the WCAG 2.1 web accessibility guidelines.
The commitment of the Department of Culture is to achieve the “Double-A” (AA) level of conformity, as required of public administrations by European and state legislation.
Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 establishes the standards required of Member States so that all public sector websites and mobile applications, regardless of the device used to access them, comply with the accessibility requirements set out in the EN 301 549 v2.1.2 standard (August 2018), on accessibility requirements appropriate for the public procurement of ICT products and services in Europe.
The EN 301 549 v2.1.1.2 standard is primarily based on the Web Content Accessibility Guidelines (WCAG) 2.1, August 2018. Specifically, level AA must be met. However, the standard also has other additional, mandatory and conditional requirements.
The Directive must be complied with but is not directly applicable, which is why a royal decree has been developed at the state level that develops its scope and minimum requirements. The state transposition is Royal Decree 1112/2018, of September 7, on accessibility of websites and applications for mobile devices in the public sector.
